How would they find you, if you went to city #3? = the government killed your brother? so, the government believes you are angry, due to the death of your brother? so, the government wants to hurt you? -what about your other brother? isn't he also angry at Governemnt; so why doesn't Government put him in prison? How come your brother is alive and well, and unharmed? = What are your activities here in USA? What would happen to you, if you return?
